NEOM in Late 2025: From Render to Reality
By December 2025, NEOM is no longer a collection of spectacular animations. Parts of it are open, ships are docking, guests are arriving, and private residences are changing hands. Other parts have been dramatically resized. Here are the verifiable facts as they stand today.
Sindalah – The First Piece Is Alive
The luxury island destination officially soft-opened on 1 October 2025.
Three hotels (Four Seasons, Rosewood, and Six Senses) received their first paying guests in November.
68 private villas and 88 branded residences have been released to the market; 61 are already under contract to buyers from the GCC, Europe, and Asia.
Off-plan beachfront plots (minimum 3,000 sqm) are trading between SAR 28,000 and SAR 35,000 per square metre of land.
A 90-berth marina and an 18-hole golf course designed by Robert Trent Jones II are fully operational.
Oxagon – The Industrial Engine Starts Turning
The rebranded industrial and logistics zone (formerly Oxagon) received its first commercial cargo vessels in August 2025.
The integrated port and logistics hub handled 180,000 TEUs in its first four months.
14 international manufacturers have broken ground on factories, including a DHL regional hub and a Volvo electric-truck assembly plant.
Foreign investors can now acquire 99-year usufruct rights in the special economic zone with 0% corporate tax for 20 years.

The Line – A Pragmatic Redesign
In July 2025, NEOM confirmed the much-discussed scaling of The Line:
Length reduced from the original 170 km to 2.4 km by 2030.
Population target adjusted from 9 million to approximately 300,000 in the first phase.
Width increased from 200 m to 800 m in certain modules to improve livability.
Construction of the first 2.4 km spine continues 24/7; vertical steel structure is already visible from the air.
Completion of Phase 1 remains scheduled for 2029–2030.
Trojena – Snow in the Desert by 2026
The mountain resort region is racing toward hosting the 2029 Asian Winter Games, with test events planned for 2026.
Three ski villages and an artificial freshwater lake are structurally complete.
The outdoor ski slope with real snow opened for technical testing in November 2025.
1,200 hotel keys and 800 branded alpine residences are under construction.
Investment and Ownership Framework (December 2025)
100% foreign freehold ownership is permitted inside all NEOM special economic zones.
Premium Residency is automatically granted for any real estate purchase above SAR 4 million.
Zero income tax, zero capital-gains tax, and zero corporate tax apply within the zones.
Electronic title deeds are issued instantly via the NEOM Investor Portal.
Current Reality Check
Sindalah and Oxagon are delivering revenue today.
Trojena will host international athletes in just over a year.
The Line, while considerably smaller than first announced, is visibly rising from the desert floor.
The remainder of the original 26,500 km² masterplan – including regions such as Magna, The Gulf of Aqaba coast, and renewable-energy valleys – continues under active planning and phased infrastructure rollout.
NEOM has moved from theoretical megaproject to a collection of functioning (and in some cases highly profitable) districts. The vision has been adjusted, but the execution is now measurable in steel, concrete, and arriving guests.
For investors seeking exposure to one of the most ambitious urban experiments on earth, the entry points are no longer theoretical renderings.
